Truth Churches are Observer created structures that make it impossible for Observers to perform Cerebral Scans. There are multiple Churches scattered throughout the different sectors. Although the exact nature of the buildings is unknown, the inability of Observers to perform scans allow Natives to report known Fugitives and collect rewards without fear of being exposed to their own crimes.

The two bandits who capture Olivia while she is en route to Harvard after picking up the electromagnet that is needed for Walter's Plan express their desire to turn Olivia over and pick up their rewards at a Truth Church.
